Once Phase 0 and the first three spurs are operating, the next wave extends the network across the rest of the populated eastern third — Far North Queensland, the NSW mid-north coast, Melbourne to Adelaide, Canberra to Eden — and starts the first continental Phase 1 corridors with the Alice Hub.

Four more Phase 0 spurs covering the rest of the populated east, plus the first continental Phase 1. The network grows from a working eastern-seaboard system into the start of a continental one — Brisbane to Perth, Darwin to Adelaide, and the Alice Hub continental pumped-hydro and water transfer system at the centre of the country.
